  • Kevin O'Connell, MD

    Kevin has been involved in Family Medicine GME for over 40 years, 25 of which as Program Director of the Wausau Family Medicine Residency Program. He graduated from the University of Wisconsin School of Medicine and Public Health in 1979, did his residency in Family Medicine at the Wausau Program, and has practiced his entire career in Wausau at the Residency. He was the inaugural Chair of the UW Department of Family Medicine and Community Health's Graduate Medical Education Committee from 1996 to 2006. He is passionate about medical education and learning, as well as serving his community, especially those who may have been marginalized or underserved. "We need to train the next generation of physicians that compassion and kindness, the art of medicine, is still as important as it ever was. And we need to train them here, where they will practice, serving the communities of Northern Wisconsin.

    David has more than 15 years of experience in healthcare leadership, serving in a variety of roles focused on community health, business development, strategic planning, and government relations. He earned his undergraduate degree from the University of Wisconsin–Green Bay and holds a Master of Science in Information Technology from Concordia University Wisconsin.

    David is a Fellow of the American College of Healthcare Executives (FACHE) and currently serves as President of the Wisconsin Chapter of ACHE, reflecting his commitment to advancing healthcare leadership and excellence across the state. In 2023, he was recognized as a Rural Health Ambassador by the Rural Wisconsin Health Cooperative for his contributions to strengthening rural healthcare and community partnerships throughout Wisconsin.

    Throughout his career, David has been passionate about fostering collaboration to strengthen healthcare access and support underserved communities.

    Outside of his professional work, David is deeply grounded in his faith and family. He actively serves on several public and private boards, driven by a passion for building collaborative partnerships that improve the health and vitality of rural communities. 

    “My wife and I have raised our family in rural northern Wisconsin and have personally witnessed the impact that healthcare access has on the strength and well-being of our communities. I am honored to support and serve the rural GME programs throughout northern and central Wisconsin.”

  • Jami Kaiser, ACC, MSc

    Jami holds a Master of Science in Business Psychology from the University of East London and a Bachelor of Science in Health Promotion and Human Development from the University of Wisconsin Stevens Point. With over 20 years of experience in organizational development, she specializes in optimizing human behavior to boost performance, enhance leadership, and foster collaboration within a wellness model. Jami has worked across diverse sectors, including commercial construction, state and federal grant programs and healthcare, helping leaders and teams implement strategy and create high-reliability work environments for improved safety, reliability and satisfaction. She shares, “Building leadership and collaboration in rural residency programs is my opportunity to address the healthcare shortages in the communities that have shaped me and my family. I am honored to be serving our GME programs.”

  • Julie Richards, MPA

    Julie graduated from University of Wisconsin-Stevens Point with a BA in Sociology and a minor in Native American and Rural Social Work.  Later she returned and obtained her MPA from the University of Wisconsin-Oshkosh.  Prior to joining WiNC, she worked for the Aging & Disability Resource Center of Central WI as an Elder Benefit Specialist.  She shares that, “For years I have observed the impact that lack of medical care within rural areas can have on the citizens that live there.  Often times the individuals I served would wait to seek treatment until their medical issue became an emergency because they were either unable or unwilling to leave their community.  I am excited to be part of an organization that is taking active steps to ensure there is a strong physician workforce to serve rural communities in our region”. 

In Memoriam

George Joseph Kilsdonk (1961-2025) served as the WiNC Executive Director from 2020 until his sudden passing in late 2025. Joseph was a passionate advocate for Graduate Medical Education in Wisconsin and a tireless champion for rural health. His leadership, warmth and unwavering commitment to collaboration helped shape WiNC into a vibrant and impactful organization. We miss him deeply every day.
